Memtest fails with 32GB G.skill, but each stick passes test in all slots? CPU memory controller issue?

Asus Maximus VII Hero
32gb G.skill 1866 cas 10 memory "4 module kit"
Evga 850g2 power supply
Corsair h100i gtx
Windows 8.1 pro-clean install

After finishing this new build I ran memtest and received multiple memtest errors and the test would not complete. I re inserted all the ram modules and retested, it failed again, on test #5. I proceeded to test each individual 8gb module via memtest in each ram slot on the mother board, all passed. I then tested 16gb and it passed, then 24gb, it passed. However when I test all 32gb together it always fails, on test # 4 or 5 of memtest. I tried rearranging all of the sticks but I still receive memtest errors when all 32gb are installed.

I have the newest Bios firmware and drivers installed. Since each stick passes memtest on its own in all of the ram slots. I am beginning to think that the issue is the cpu's memory controller. I downloaded and ran intel's processor diagnostic utility and the cpu passed that test 3 times.

Has anyone run into this issue before? My best guess is that it is a cpu issue. However I also ran intel's extreme tuning utility and tested the cpu for 2 hours at stock speeds and then again at 4.6ghz at 1.22 volts. It passes no problem. When I run the Ram stress test it locks up or reboots when I have 32gb of ram installed. It passes when I have 24gb or less installed.

Any help or guidance is much appreciated.
