Unable to install new R7 250 graphics card

I have recently purchased a new AMD R7 250 graphics card but I am unable to get it running. I downloaded the drivers and installed it. After the driver installation the whole PC gets stuck. It shows green squares and static all over the screen and makes it unusable. The pc gets stuck when I try to do anything at all.My Pc reverts back only when I go to the device manager and disable the graphics card.Sometimes after a while the computer freezes and shows a blue screen (still with a lot of static) which says" we ran into a problem and is collecting errors; VIDEO_TDR_FAILURE" -when I try to enable my graphics card.Also when I try to open catalyst control centre I get a message saying"C:\Program Files (x86)\ATI Technologies\ATI.ACE\Core-Static\cli.exe -The application failed to start because its side by side configuration is incorrect.Please see the application event log or use the command line sxstrace.exe for more detail"


What do you think causes this? Do you think its a faulty graphics card or a driver problem?What should I do?Please help.

PS.I am running windows 8.1, should I downgrade to windows 7 and try to install the driver?

specs:I have and intel DH77EB board with an 15-3450 3.1ghz processor, 8GB ram and the R7 250 rocking windows 8.1

Your first step is to think about whether or not is the GPU faulty when you bought it. Sometimes its hard to tell, but if it has problems after driver installation it may be the hardware itself. You can see the list of Video_TDR_Error problems here http://www.reviversoft.com/blog/2012/12/video-tdr-failure/

1. A sure way to test it is go into safe mode in windows and try with HDMI/DVI and then VGA. Sometimes it could be the result of HDMI or DVI itself being bugged during driver installation. VGA generally works quite well in resolving diagnostic issues.

2. If display works in safe mode, then you can bet its probably a driver compatibility problem with Windows. Make sure you have selected the correct version of driver. On AMD website...

Windows 8 and Windows 8.1 are different and downloading the wrong versions of installation is one reason why it isn't working properly. I personally have tried installing windows 8.1 drivers on wn8 and I can tell you that certain functions in catalyst don't work and certainly the entire driver becomes buggy.

3. If none of the above fixes your problem then you only got few solutions left. It could be because your windows 8 is buggy and something in it is corrupting the software being installed. So you can either a) reinstall windows 8 with hard format to ensure all junk is cleaned out, or b) install windows 7 and see if any problems exists". But generally I doubt OS is biggest factor since I've experience no problems on either OS.

4. If all else fails, then its definitely the GPU being faulty. Return it to wherever you bought it.

The display worked fine before i installed the drivers , does that mean the graphics card is okay?What do you mean if the display works in safe mode? The display is fine when I disable the graphics card and turns quirky and unusable when I enable it?So is the graphics card enabled in safe mode?What should I do in safe mode to check weather the graphics card is okay?

Search "Device Manager" and open it up ............
You are going to see many drop-down list........
extend the "display adapter" option.......
See If you GPU name displays correctly and if there is a yellow spot beside it ......................(DO THIS AFTER THE DRIVERS IS INSTALLED)
If there is a yellow spot then try installing the latest AMD drivers ...........
If these did not fix it...then,.....open up your case....take out the Card......check if your PCIe slot is clean....re-install the Card......

If these did not fix your problem the check Your PSU...if it is compatible with your Card.........
other wise it might be a manufacturing defect.............

By safe mode means boot your windows into safe mode. Because safe mode only runs the most basic OS needs. If your display driver is working in safe mode and not in normal, it means something is corrupting either the driver or application that is making a blank display.
