mysterious freezes during gameplay. two possible culprits?

15 months ago I built my first pc. Everything ran fine for a bit except for the fact that only 3.9 out of 8 gigs of RAM was usable (running 64bit windows 7). I tried to fix the problem by playing with the RAM frequency and voltages. This did not fix the problem but I believe that this is when larger problems started: the pc kept freezing when playing relatively modern games (witcher 2, mass effect 2, far cry 3) requiring a reset. The crashes usually do not happen when playing less graphically intensive games, although they did during the worst period. I fixed the worst freezing by reapplying thermal paste to the cpu, but this did not prevent crashing in the more high end games. what also happens is that when I start the pc I get a message that the the cpu fan has failed to start and the pc needs to restart. I brought the pc to a repair shop but they were not very knowledgeable: after ordering the same motherboard twice and finding the same problem (3.9g ram usable) they persuaded me to buy a whole new motherboard. I now have the full 8g working but the freezes still happen. the guy at the shop also mentioned seeing the cpu fan message but that the fan was running so he disabled the message.

So for me as a massive amateur there are two likely possible culprits: 1) the cpu overheats or 2) the ram is busted because I fiddled with it (the whole system froze when I turned the voltage too high). I have done a memtest and checked temperatures with Core Temp but both did not indicate any problems. all cpu pins are also fine. A final thing that may be worth mentioning is I am using a Dutch power cable, but I currently live in Britain. I would much appreciate any advice on how to proceed to fix this problem.

-Old Motherboard: Asus M5A99X Evo R2.0 Motherboard (AMD 990X/SB950, 4x DDR3, S-ATA 600, ATX, PCI-Express 2.0, USB 3.0, Network iControl, Windows 8 Ready, Socket AM3+)

-New Motherboard: Asus Sabertooth 990FX R2.0 AMD 990FX(AM3+)

-drive: Seagate ST1000DM003 1CH162-305 1 TB 3.5” SATA

-cooler: Cooler Master Hyper 212 EVO (120mm)

-Power Supply: Seasonic M12II-620 Semi-Module620W ATX12V

Start by setting the DRAM manually to 1600 9-9-9-25 1.55 with sticks in slots 2-4 if still seeing only half the DRAM try in slots 1-2 and see if still at half, if you see all 8GB try in slots 3-4 and let us know. Might go ahead and loosen the cooler abit, then snug it back down, not overly tight, just snug to screw tight. If you have it too tight in a corner or side it can throw the CPU out of level to where it doesn't have full contact with all the pins which can affect the MC (memory controller)

Thank you very much for taking the time to answer. since getting a new motherboard the full 8 gigs has become available so that problem is fixed. Unfortunately the freezes still occur when playing graphically intense games. Since the freezes did not occur before I accidentally upped the voltage to my RAM and froze the pc, I wonder if this perhaps broke the RAM which has since been causing the subsequent freezing.
