Crashing, bluescreens and memtest86 results what now ?

From the very first day I built this pc I got bluescreen like 0x0000003b which appeard most of the times but there were probably 20 different errors as well as I had so many bluescreens, anyways at first I assumed it's HDD, but after changing twice the problem still occured. anyways here are my RAM tests.

both sticks = PC shutdown during test
1 stick = 1500+ errors In the very first 5 mins of the test so I just stopped the test.
2 stick same slot = PC shutdown during test.

Is it safe to say it's RAM fault and I should buy new ones ?

Others Signs

The RAM is 1666Mhz however it's not possible to change to that speed if you do it, it changes to weird numbers like 1456mhz which is closest to 1666mhz

When I'm turning off game or other programs or even minimizing the game sometimes I get blue screen or at least a crash.

If it's RAM maybe any recommendations because this was brand new ram and this happened from the very first day

This issue occurs because of an error in the Microsoft IEEE 1394 driver stack, in which the buffer that is allocated to the driver stack does not initialize correctly.

A supported hotfix is available from Microsoft.
