Chip missing from CPU

Hmm, wonder how that managed to come off. My guess would be that you need that. Probably a set of inverters or opto-isolators. Could be a capacitor package. Never really thought about what those were actually for.

If you have a motherboard you don't particularly care about you can try firing it up.

Without a part label (and some surface mount soldering equipment) repair would be difficult.
