The phone line goes into the main router, coming out of that router is a Ethernet cable, that then connects to an Ethernet splitter, then out of the splitter there is an 8 pin Ethernet cable that on the other end goes to a 4 pin phone line cable and that goes into the second router. I cant connect to the internet from the second, why is this?

Solution
If your second router is DSL, this is not going to work. You're trying to connect phone to Ethernet - not going to work

- router-to-router communication must be with 8-pin Ethernet cable
- connect second router' LAN port to first router' LAN port
- on second router, disable DHCP, set its address to static, in first router' LAN IP space
