Computer won't turn on at all unless 8 pin is disconnected. Does that my mean my CPU is faulty?

Pretty much I've tried everything in the book to try to get my PC to start. Swapped out PSU's, unplugged GPU's and replaced them with another, tested ram sticks...so on and so fourth.

And my PC would not start, not even for a second. Just dead.

Today I finally did the last thing that I would have possibly thought of, is unplugging the 8 pin connector that gives power to the CPU.

And my PC at least turned on! Step in the right direction! However, does that mean my CPU is faulty or? Tested with 2 different power supplies and got the exact same result. 8 pin on, does not turn on. 8 pin out, turns on.
