How will my R9 270X ,FX 6300 and 8GB ram handle the Witcher 3 at 1080p?

at 1080p, yes. Medium settings 60fps and on High settings you should get a very playable 30fps-45fps

That might be questionable with that LOW-END cpu. AMD is many generations behind Intel these days. That can be as much as 20 fps difference in some games. Might want to consider a Intel I5 cpu.

That's bullshit, the 6300 is not a "LOW-END" cpu, if anything it is at least mid-range for today's games.
