Motherboard lights on green nothing happens!

Ok so I got a new case and I moved my parts from my old case to my new one... At first I turned it on to check if everything was fine and when I turned it on if booted for two seconds and the led fans turned off and repeated turning on every three seconds! So I googled and I read up on toms hardware for a solution; So I removed my motherboard battery for 15 mins, removed my ram for 5 mins and unpluged the 4/8 pin cpu power cord until i replaced everything. The problem is that when i put everything back my motherboard might of gotten fried or I have a bad power supply and im not sure how to tell which one is causing the issue of my computer not booting, the light of the motherboard turns on and its green but nothing else happens, not even the cpu fan moves.

EDIT:
specs are i5 3.2ghz, h81 asus sata 6b/s motherboard, gtx 770 3gb, 8gb ram.
I already did the paperclip on psu check and its working fine, the issue is when i power my computer nothing happens but 2 green leds on my graphics card turn on and one green led on my motherboard turns on. Thanks for the quick response!
