300-400 dollar Gaming PC?

Hello!

I am very new to the desktop-building realm and would like for someone to recommend me a build for a gaming PC! It does not need to be extremely efficient.

I would simply like to run games like Counter Strike: Global Offensive and Diablo 3 with 60+ frames on high graphic qualities while listening to music, browsing the internet, and Skyping.

My budget would be around $300-400.

Does the GPU need to be THAT good?

Also, how would I get an OS on the computer?
 
It's honestly not that good. Most gaming builds you spend 2x as much on the GPU as the CPU. In your case it's more than you need for your games. But it offers good performance for the money. The reason I chose it is so if a new game comes out that you want to play you have a shot at being able to play it, which you wouldn't have if you got something like an R7 250.

You can include an optical drive if you want, or you can just load an OS through USB. To fit a optical in the budget just get a 1TB Hitachi instead of the WD and grab a $12 DVD burner. Brings your total to $404.

I might be a bit lost on the making of the PC.

So, after I gather all these parts, will Windows 7 or 8 automatically come with the computer once I turn it on?

Sorry, this is straying away from the whole computer build topic, but would like to know.

If you could stretch your budget a bit more, I would strongly recommend a 120gb ssd. Trust me, it would be worth every dollar.
You need to install the OS by yourself. Create a bootable usb drive and install the OS of your preference. It's pretty simple.
A windows 8 OS purchase would set you back another 100 dollar, and you would still need to install the OS by yourself. Considering your budget is tight, I would suggest downloading an OS instead.

Your other option is to buy a cheap refurbished PC like this: http://www.newegg.com/Product/Product.aspx?Item=9SIA4GH2Y50488 and buy a 750 Ti to put in it. Or buy a used gaming PC on eBay or Craigslist.
