Has there ever been a case of GPU's giving a "no signal" error when you have an incompatible PSU?

So I'm upgrading from a HIS H775F1GD Radeon HD 7750 to a XFX Black Edition Double D R9 280. I noticed that the XFX requires a 6 PCI-E pin and 8 PCI-E pin connectors and at least 750 W in power, but unfortunately, my PSU only has 6 pin connectors and is only 650 W (I'm using a Ultra LSP650 650-Watt Power Supply)

Now, when I switched out to my new card and downloaded the new drivers and plugged my monitor into my GPU, my monitor reports that there's no signal. Connecting back to the motherboard or connecting back to my original GPU has no problems, but the new GPU won't work at all. Is this because my PSU is not meeting the minimum prerequisites for the GPU? Or is it something else?

I want to know what the exact problem is before I go out and buy a new PSU tomorrow. Last thing I want is to install the new PSU only to find out there are other problems to attend to.

For the record, I also have not deleted any old drivers, if that's of any help.

(On that note, any suggestions for a new PSU that could handle this new card? I'd really appreciate it.)

go to your motherboard's website, look for your mobo, select support or downloads and download the latest version, in that page there should be a detailed explanation on how to do it, depending on your vendor, it could be via a windows application, others will require you to put the new BIOS in a flash drive, enter BIOS and use some specific option like "Q Flash" like my mobo has, you'll find out how in that page.

If the psu has no 8-pin connector how is it plugged in? The card requires both to function and using a 6-pin instead of the 8 isn't going to work. Also the ultra lsp series isn't good and you should buy a better unit regardless. Try and get something from Seasonic, xfx, Antec, Superflower, Evga(b2,g2,gs). Given your specs a good 550w psu would be enough.

Haha, yeaaah, I did exactly that: put a 6 pin into an 8 pin slot for lack of a better option. It turns on the fans to the card, and that's about it, so I suppose that's the problem?

I'll head out to a Fry's tomorrow and see if I could pick one of those brands up.
