The 4460 is probably the better buy, but the 8350 isn't without merit. A few recent games (GTA V and The Witcher 3) are scaling well for multiple threads and the IPC advantage that Intel has always had seems to be less of an issue nowadays.
The 8350 won't offer an advantage when it comes to video editing, but when that video needs to be encoded into the finished file, that's when you'll see the benefit. That's not to say that the 4460 is bad, it'll just take longer. The 8350 also has the benefit of being unlocked, meaning it can be overclocked.
The big problem with the 8350 is longevity, as AMD are long overdue for a socket upgrade and you can bet your bottom dollar that their next processors will use a new socket. Granted, when Skylake hits the market it will be using a different socket from Haswell, so both CPUs are effectively on dead sockets. At least with the 4460 you'll be able to upgrade to an i7 or Xeon if you wanted faster video encoding. Your only upgrade from an 8350 is to an FX-9xxx series CPU which, due to their specialist requirements and volcanic heat output, are rather pointless.
