Any advice on my PC so I can play games at high/ultra?

Here is the link for the parts on my PC.

I can play most games on ultra or high but have trouble with newer games. I want to be able to play games coming out soon or most current games like The Witcher 3 on ultra with around a good 60 fps.
Not sure if I need more RAM, a better graphics card, or better CPU.
I am using the MSI OC to get 3.9 GHz out of my CPU.
I am also using the MSI Gaming App which brings the graphics card to 1000 MHz.

A GPU upgrade will meets your needs. I would wait for the new R9 300 series or get a GTX 970.
8GB ram is fine for now.
Your cpu isn't too bad for now. Unless you willing to spend more for a cpu+motherboard+gpu upgrade, I would just get a gpu upgrade for now.
