Do we really need workstation graphic card for 3D modelling and animation? Suggest me a graphic card within $250 - $350 for 3d modeling and animation

You don't need one, and it's only worth getting one if the software you're using is specifically optimised for workstation card. A GTX970 can do you very well.

Can Intel hd 4600 graphics do basic 3d modelling and photoshop 3d functions? (I am building a PC by using intel core i7 4790k which is going above my budget)

It can do it, yes. It'll just be a bit slow as the models get very complicated, and always very slow if you want any raytracing renders.

If you're just starting out, you can at least try it. But expect to feel the need to upgrade to a good graphics card sooner rather than later.
