Is this budget PC good enough for running games at 720p high settings?

EVGA GeForce GT 730 2GB GDDR5 64bit DVI/HDMI/VGA Low Profile

Cpu:
Intel Pentium Processor G3258 4 BX80646G3258

Mobo:MSI Computer Corp. H81M-E34 Motherboards

Case:

Ram:

All parts are from Amazon and the build costs $350 overall.
$450 with windows 8.

Is the Alienware alpha better than this build should I buy that instead I never built a PC before and the Alienware alpha base config costs about the same as my build. The only downside to the Alienware alpha is the non upgradable gpu.

It depends on the game and the frame rate you want, but assuming that you'll be happy with 30 frames-per-second and low-medium settings it should be fine.

I'd encourage you to upgrade the CPU to an i3 though. Recent games are now utilising multiple threads and a dual-core CPU will most likely become a bottleneck quite soon.
