I changed from stock amd cooler to a cooler master HYPER 4 now my cpu stays at 4.2 more of the time

my cpu seems to almost always want to stay at max after replacing the stock cooler with Cooler master HYPER 4 it does throttle just a lot less than before ...is this normal?

yes this is what is commonly called "a better setup" its a weird time when your setup does even better than previously
