Dell Latitude E5540 hard drive issue

I installed a new hard drive in my Dell Latitude E5540. I checked the BIOS and it recognizes the drive. I inserted the restore CD and turned on the computer. It quickly pops up with windows is loading files...
But the hard drive never engages so it can't install. Suggestions?

Hello Deb Bagby,

My name is Shrikanth and I work for the Social Media and Community Team at Dell. Is it the OEM copy of windows provided by Dell that you are using? I would suggest you to insert the disc and turn off the system. Turn on the system When the Press any key to boot from the CD or DVD message appears, press any key to continue or you can hit f12 at startup which will try to boot from cd.
