I've bought a new GPU yesterday MSI R9 270 (2GB GDDR5)

When i boot up my pc the fans start spinning as usual, nothing wrong you'll think but after 5 seconds the fans stop working for 2-3 secs and then starts respinning it's like a quick break and my screen doesn't load because of the no signal issue.

Further build details Seasonic M12II-620 EVO Bronze W620 got this PSU today was using the corsair 550W before, and yes i've tried my old GPU with the new PSU nothing wrong.

The GPU came with the 2x molex 6 pin which i'm not using because i haven't got the right adapters to connect it to my PSU, instead i'm using 6x2 pin to 8 pci-e cable.

Regarding the other card i've uninstalled the fan speed software and the card it self, also disabled the onboard graphics card.

Sounds like you may have a bad card. Btw, you don't need the molex adapters that come with the card. Using the 6+2 pin cable from the PSU is the proper way to connect it.
If the integrated video works w/o the card in the slot, or if an old card works in place of the new card... I'd say it is a sure thing that the new card is defective.

Well at the beginning i was afraid of that in the sense it might be faulty, well that's unfortunate then i've tried literally everything.

Guess i'll have to send it back and get a new one.

Make sure its not part of the actual card, the MSI geforce 970 has technology where the fans only spin once it has it over 60degrees, so im not sure but your card might have that too, its a good thing too, try run something intensive and see if they spin, get a program that also measures the heat of ur gpu.
