Computer does not boot,case fan+psu fans spin, Cpu fan stutters ( goes about 0,5 cm foward and stops)

I assembled psu,mobo,cpu and ram and tried to start it (to see if it works)
It doesn't try to boot, Psu fan+case fan spins for a short moment then shuts, then spins again, stops and so on. Cpu fan "tires" to spin? it doesn't move it just swings bit forward. And i also hear few clicks on every time fans try to spin. Clicks: 2 clikcs and short moment then one. Then it repeats that pattern
Specs:
i3 4150
Gigabyte H87-HD3
2x2gb kingston ram
Psu: corsair 750tx
 
Solution
No problem. The board's BIOS does not support the CPU.
A local PC shop might help (a supported CPU is needed for flashing the BIOS). Or return the motherboard and select different model, if possible.

I tried it outside the case, same thing, i have one useless standoff under the mobo, could that be the problem?

Sorry can't post a picture, camera broken from phone, Yes i took it outside the case and put it on top of the box where the mobo came from and tried to power it up, same problem.

All pc shops around here are really expensive, so where can i see what cpu's are supported on that bios update?
I looked bit into it. i saw the i3 4150 was supported since f8 bios update, but so were all others too? Does version does this board have on default?

I Bought intel celeron g1820 and it worked fine with my mobo, so i updated my bios with it to f8 version (wich should support new intel 4th processors)
But when i install the i3 4150 it gives same results as there would be no cpu in the socket.

Looks like the cpu is dead, the motherboard works fine with the G1820

The motherboard doesn't react when the cpu is in or out of the socket
