xmp fail issue

I am attempting to overclock my 2x 4gb Corsair Vengeance LP CML8GX3M2A2133C11B using the XMP through the MSI INTEL extreme tuning utility and once the computer restarts it fails to load the values set in the XMP. I have also used my BIOS which has been updated to most recent to load the XMP, and also set my DRAM frequency to the desired 2133mhz and yet all options fail.
I have talked to my mobo support reps, and they feel it might be the mobo. The mobo I am working with is the MSI Z97S SLI Krait Edition. This computer was bought by cyberpowerpc and they installed the computer. Please if anyone has any advice or a set of steps to take to resolve this issue, that will make my day. Thank you in advance.

Some specs (in case)
Intel core i7 4790k 4.0ghz watercooled
Evga superclocked gtx 960 4gb version
2x 4gb Corsair Vengeance LP 2133mhz
Windows 8.1 64bit
Thermaltake 750 watt
MSI Z97S SLI Krait Edition

All drivers and utilities should be up to date using windows update, geforce experience, msi mobo website for the bios, chipset, some drivers and utilities.

CPU OC worked but the XMP still failed.
I set the frequency manually in BIOS to 1866 and its stable with that speed.
Here's where it gets interesting.
My task manager says im running my memory at 2133mhz, but CPU-Z states that my DRAM Frequency is 933mhz, which would make my speed the 1866mhz speed that i set in my BIOS. o.0
Ive also tried switching my two sticks of RAM from slots 1 and 3, to slots 2 and 4 according to my manual, which cyberpowerpc did not do lol.
During some research yesterday I found this person with same mobo and processor, just different graphics card and memory. He got his to 2133mhz. But thats in WIN 7. The link im including is all the screenshots from his benchmark testing and even timings for the memory.

Might well be the mobo, you could try a slight OC of the CPU, to maybe 4.2 and then try with XMP. Could also try a slight increase to the MC (Memory Controller) voltage, think it is CPUVTT or DDRVTT on the MSI mobos but not sure, have seen and heard of numerous issues with the Krait

Ok im thinking the same thoughts. If it comes to it I may send this computer back and ask for a refund, then attempt to buy individual parts and put one together myself. After thorough research I will get more familiar with memory and motherboards, etc. Thank you for all the advice and help.
