Should i use win7 or win8.1?

pc specs :
CPU: Intel Core 2 Quad Q8300 2.50GHz 4 Cores
GPU: Palit GeForce 9500GT 1GB
RAM: 4GB DDR2 800 MHz

Then the answer is very clear. Don't worry about it and go with a 64 bit Operating system. Only if you have less than 4gb of ram should you ever consider a 32 bit Operating system.

Lots of people hate on 8.1 but I think it really doesn't matter, windows 10 is coming soon along with dx12 which will give performance boosts. Both OS's get a free upgrade though. It's totaly your call here. Good luck!

You misunderstood what I said. Even though you only have 4GB of system RAM, a 32bit OS includes your video RAM and any other RAM in the count. So Windows itself actually sees 5GB (maybe more depending on other devices in your system) of total RAM and in order for your system to be able to use that 1GB of vide RAM on your 9500GT it will only allocate 3-3.25GB of your 4GB of system RAM.

So in order for you to be able to use all 4GB of system RAM and 1GB of video RAM you need to install a 64bit OS.

It is just a bit pricey since DDR2 is no longer mainstream. But your board supports up to 8GB of system RAM and with a 64bit OS, you could take advantage of it easily.
 
You gave us a very short hardware list but you mention nothing about what Apps you will be using.

For hardware compatibility, W7 is closer to the AGE of your hardware, got a slight edge but if you like to play with touchscreen Metro I wouldn't dismiss 8.1.

Back to my opening concern, you may have legacy App that can only run 32bit, but as others I would go 64.

Your path on the cheap is real simple, double your RAM easy peasy from some eBAY merchant with 1000+ sales and a dual 4GB kit
on offer then an SSD for a somewhat new take on your machine. The OS from 8.1 is a free upgrade to 10 whatever and you can carry your SSD forward as well to any new build. There is also that GT 730 for cheap too. That my friend is a new machine at that point. The only thing after that is a nice monitor as a treat at Christmas.
