Hello, can someone take the time and build a system for me in pcpartpicker please? What is the cheapest (but quality, not that cheap) x99 build I can get? It will be for gaming! Under 1600$ or maxxxxxxx 1800$!

Solution
This is what I would recommend. The MSI SLI Plus is a pretty decent motherboard with good features and the 5820k is the least expensive X99 CPU you can get, though still a very good one especially at only ~$30 more than the 4790k. I went with an 850 evo for your boot drive and a 1tb WD Blue drive for mass storage. I chose 4x4 memory for quad channel and though 8gb is enough for games, I went with 16gb just to be safe and also in case you ever want to go into more intensive things. The case I chose is the enthoo pro, great full tower case at a very competitive price and building in this will be easy. For the power supply I went with my personal favorite, the EVGA G2 850W, excellent quality at again a competitive price.

For your video...

For your video card, your budget does permit a GTX 980, but I just don't think the extra 10-15% performance is worth almost double the price, but that is up to you. I would however also recommend waiting on the 980ti and the AMD 300 series coming out in the next few months if possible because that will increase your choices by a lot.

suggest going with Phil's build and advice. Personally love the enthoo case far more than the fractals, stronger psu for upgrading vs the 750 I honestly stick with aircooling personally, but the h100i will fit perfect in that case.
