Solution
Yes that is definitely the reason. Anytime the heatsink is even taken off, it should be cleaned and reapplied with new stuff. The old stuff is probably all dried out and needs replacing anyways and it's definitely not getting good contact since you changed cpus.
The dell mobo has different heatsink mounting points so you can only change it to the other heatsink dell used for their c2q pcs. People are getting acceptable temps, mid 60s, with the heatsink it already has. You already have the newest bios. The q6000 series should be the best you can get. Don't spend too much on it though as it's really not worth it. Why are you upgrading?

i have installed the new processer and its running fine but i am concerned about the temp i am getting with the new processor while playing dota 2 is minimum around 60's on al cores and max around 80's and avg temp is around 70's is it ok?

Stay with the existing heatsink. Unfortunately, Dell makes it very difficult to install newer and better heatsinks. I have a Dell Optiplex 755 with a Q9550 and another Dell Optiplex 745 with an Pentium D 945, and the heatsinkjs are very different (and not inter-changeable).

Please read some articles on re-seating heatsinks and proper cleaning of CPU as well as heatsink bases. There is skill involved in cleaning off the old thermal compound and re-applying new thermal compound.

Use 70% Isopropyl alcohol to clean off the old thermal compound. Alcohol swabs from the pharmacy will also work fine.
