I have A gigabyte HD 7770, It used to work well but suddenly My PC came off and I couldnt turn it on again, A technician told me that my Gpu got a short circuit, I have a 400 watts psu, what is the reason of that and could it be fixed??

Could be your power supply is insufficient, but it sounds like your graphics card is shortening the system. If a technician tested it and found a short, then that is most likely it (though if it was just store clerk, then I wouldn't fully trust him). Either way, my initial response was the same as this technician, it is most likely your graphics card is causing a short.

The reason could be anything from a faulty capacitor, to a problem with the PCB. Only thing to do in this case is contact the manufacturer.
