PC only boots without Graphics Card, Sata drive, and optical drive, plugged in.

Like the title says, my PC will only boot up without the graphics card, optical drive, and sata drive plugged in. All I have connected to the motherboard is the CPU, two sticks of ram, and fans. As soon I plug in anything else in any order, it won't boot. All I get is a flash of leds and nothing else. I went through the guides and have no idea what to do. Any help would be greatly appreciated.

Specs.
CPU: i7 4790K
MB: gigabyte z97x-ud5h-bk
Graphics: gigabyte hd7870 2gb
Ram: corsair 2x4gb ddr3 2133mhz
PSU: corsair cx850m

The PSU, cpu, and motherboard are all new.

I guess it's technically new. My old PSU died so I decided to replace the motherboard and cpu as well because they were quite old. I changed the RAM settings in bios to the info I got from here: http://m.newegg.com/Product/index?itemnumber=N82E16820233671&nm_mc=KNC-GoogleAdwords-Mobile&cm_mmc=KNC-GoogleAdwords-Mobile-_-pla-_-Desktop+Memory-_-N82E16820233671&gclid=Cj0KEQjwyoCrBRCl-aa97pKX_t8BEiQAbrs_9AKRyzmTNDQBOFgZHXRXRbC0jn23tPwxv3o7ukolamUaAmB08P8HAQ&gclsrc=awards
and I think the default for the cpu is correct. But it still doesn't boot up. Did I put the settings in incorrectly?
