No fps increase after decreasing settings.

My pc specs - pentium g2010, hd 4670 1gb ddr3, 4gb ram, windows 7 64bit.
Now coming to my problem......
With the above specs I can run assassins creed black flag at 1366x768 at high settings( not ultra) with 16fps average 12fps low 20fps max. And far cry 3 at same resolution with ultra settings with post fx and shadows on low with low 29 fps, avg 34 fps amd max 37 fps.
Now even if I reduce the settings to lowest possible without changing resolution I am getting 20 fps avg on black flag and 38 avg with far cry 3. Turning the settings to lowest also doesn't help in a 10 fps boost. Why there is no big boost in fps? Changing the resolution to 1280x720p also doesn't help. Help please.

Maybe because both are poor performers in todays gen. The HD 4670 is roughly equal to a 9600gt which is okaish and hence u are getting bare minimum fps. Well if u really want fps boost, oc the gpu, put the resolution as low as 800x600 pixels and u will get the desired output. And try to change ur cpu also, its not helping with the performance. Better get a i5 3rd gen to get improved gaming performance.

thanks for the reply but i saw in youtube that people are getting 30+ frames in bf3 at medium settings but i cant get constant 30 also.
ONE MORE IMPORTANT THING- MY HDD IS GIVING A RATTLING SOUND AND THERE IS A YELLOW EXCLAMATION MARK IN HWINFO.
is it effecting the game performance?
