Unusually high CPU temperatures

Need some help with my system. Here are the Specs:

CPU: AMD Athlon X4 860K (Non Overclocked)
Motherboard: GA-F2A58M-DS2
RAM: Corsair Vengeance 1600Mhz 2x4GB
Power Supply: Corsair VS550 PSU
Graphics Card: XFX R9 270 Double D
Cooling Unit: Cooler Master Seidon 120V

After some check, and ensure that fans are working correctly, there is good airflow in my system, that any thermal compound is properly applied, and all water cooling units and their pumps are working well, I have identified unusually high CPU Temps, idling at around 50-70C and reaching 80-90C Underload which is way too high especially for a watercooled unit. I am very very sure my installation methods are in good order, and that non of the parts are faulty. I have my suspicions on possible false reports being given, by SpeedFan, HWMonitor and the motherboards BIOS itself, which are all reporting the same temp. Any ideas what could be wrong?

make sure the pump on the cooler did not fail. You can either listen to it or feel each line coming from the unit. One line should be a bit cooler than the other. If not then the pump is dead and your just heating up both lines without getting any flow.
