Best graphics card for 720p

What would be the best gpu for 720p resolution.
im not sure if all graphics cards work at 100% capability at this resolution, usually higher end cards as it seems. by that I mean whether cards are designed for higher resolution, is not working at full potential or is bottlenecked somehow( this is sort of a separate question).

Well, the OP is correct

Say if for stark example you're playing on a 20" 720p monitor with some jinky refresh rate and you decide to buy a Titan X. Your monitor has become a significant bottleneck on your graphics solution.

For 720p I'd suggest an r9 270 or likely a gtx 960 even. 2GB of vram is way more than enough for this resolution, and the cards would be powerful enough to play most games at high-ultra settings for some time to come. I have a friend that STILL plays at 720p and just recently retired his GTX 660 and got a 770 of me. He maxes everything out to the highest setting details.

To be truthful, the sky is the limit. 720p isn't as demanding as 1080p but it matters what game and what cpu. Basic best bang for the buck:

for example: if you are a gamer, you might want something like a ATI 260x or better at least (including Geforce cards as well).
