"Safe" CPU Voltages

Hey folks!

I have had my i7-4790K stable at 4.4GHz Core/Cache with 1.175V and 1.2V respectively and, over th3 past few days have been seeing whether or not I can get this up to 4.5GHz.

Are Stability and Temperature the only parameters you need to worry about when trying to achieve a safe, everday use Overclock?
By this I mean, say, in theory, you could run your Core Voltage at a stupidly high voltage of like 1.6V but had sufficient cooling such that it didn't even hit 60C under full load, would your CPU still degrade?

Also, in regards to Cache Speed and (Uncore) Voltage. Is it best to have both you Min and Max Cache Speed be the same or to have a lower minimum? Will that work somewhat like Intel SpeedStep? And, assuming what I asked above is false, how high would you go on Uncore Voltage?

Having amazing cooling doesn't mean you can go crazy with voltage, it would still degrade yes, maybe not as quickly but it would happen.
From what I've read 1.3v is the most you should go with 4th gen i5/i7s. I personally probably won't go above 1.25v unless I really need to.
