Sudden FPS Drop in All Games Please Help

So I've had this issue for a month now. Like the title says, I was once running games at great FPS, very smooth. I was very happy with my computer that I built. Then, one I shut it off, wake up next day and turn it on. It was like my machine downgraded overnight. Every game now runs like crap. Maybe getting 30-40 FPS where before it was never running under 60. The settings were all maxed out on every game. No issues. Now with the same settings I am suddenly getting the FPS drops. Idk what to do anymore, I've tried cleaning everything, cleaning the registry, uninstalling, reinstalling, ect. with the exception of reinstalling windows. That would be the last resort and I have this awful feeling that that would not fix my problem anyways. Can someone please help me troubleshoot this? Please. Thanks in advance for any info.

GPU: Nvidia Geforce GTX 970
CPU: intel i5 4690k
MoBo: MSI Gaming 7
PSU: XFX 650w Bronze rated
RAM: Corsair 16gb (2 8gb sticks)

What are your CPU and GPU temps at load?

I'm not sure as I haven't gotten a program to check on that. I'm not having other overheating problems though. No crashes or anything just a performance impact in games.

Performance impact can easily be temp related. We need to know your temps.

MSI afterburner- GPU
CoreTemp- CPU

Or HWMonitor for both.

HDD or SSD? What size SSD if so? How much of the SSD is used? Optimal space on a SSD is >30% free space, so are you running low on space?

The day your performance went to sh1t, did Windows install Updates? You can uninstall the Windows Updates one at a time to see if they were the cause.

Temps of course are huge cause of poor performance. Your MB manufacturer should offer a software download to monitor this.

Check the Resource Monitor at the time to see if some other process is eating into your CPU or memory resources. I recently installed Synology Cloud Sync software and it was horribly eating my CPU resources, so I have to pause the sync software when I want to game (I have an older CPU, but it can affect newer CPUs as well).

While running the game at max the GPU got up to 40c. And the CPU got up to 48c. My PC has never gotten very hot as it is still quite new and has decent airflow.

It almost seems like the GPU is not selected for use. Check in NVida control panel and see if it is selected to use GPU over CPU.

I have both HDD and SSD. I just used the SSD to install windows onto and everything else is on the HDD. The HDD has 728gb left on a 1TB drive. Will check the Resource Monitor.

40c is too cold for the GPU to be being used fully. Something is wrong. Your GPU is not performing at full potential. A gtx970 should be in the low 70s when gaming. You have an issue.

You have the monitor connected to the GPU right? NOT the motherboard?

Also, you have the most recent driver for the GPU installed, correct?

In NVida control panel there is an option for PhysicsX settings and its under that if my memory serves me correctly.

Yes I have the monitor connected to the GPU. Yes I have the latest update installed. I just switched the PhysX from auto to the GPU.

PhysX is not used in barely any games at all. That is not the issue.

Changing that setting raised the temp to around 48c on the GPU in game.

It does not seem right to have that low of temps. Does the temp monitor show the max frequency of the GPU core and Memory?

Run a game for like 10 mins or more and check the temps again. If the GPU is still that low, it is not being properly used and there is a problem.

It seems like the 970's big issue is happening. The memory is clocked at 3505mhz. For some reason all my video memory is being accessed. I can't be sure that it wasn't doing that before, since I hadn't been monitoring it. So could there be another program that is eating at my video memory?

All your video memory is being accessed? Reboot the computer with NO internet plugged in and see if it does it. The plug the internet in and see if the video memory shoots up in use.

Unplugging the internet had no effect. Not sure what is accessing all of my video memory because I only have one program running at a time.
