Primary card doing most the work for monitor attached to second card?

setup is 2 gfx cards, primary is gtx 770, secondary is gtx 560ti. Primary gfx card is connected to a 40in LED, secondary card is connected to a 23in LCD.

The issue is I can't figure out how to dedicate the secondary card to run the secondary display. When I play videos on secondary monitor with nothing on the primary the primary card goes to 50% gpu utilization and the secondary card only goes to 15-20% utilization. This becomes an issue when I'm playing a full screen game on the primary monitor\card causing the gpu on the primary card to go to 100%. The video on the secondary monitor becomes choppy or stops all together and the secondary card does not increase in utilization.

I've looked everywhere and can't find a setting to make it so the two cards function completely independently or so the second card will take on more work load... Please help...

What you are asking for is not possible. Though you have 2 cards, they are both working off the same mobo. You could use the second card for physics but not as an independent GPU for a separate monitor.
