Wi-Fi devices wont work when desktop is pulgged in via ethernet

As the title says I cannot connect on any wifi devices when my main computer(desktop) is connected with the ethernet cable. The problem has occured before. At the time I thought maybe an update had thrown something out of whack. Ultimately I reinstalled windows and it fixed the problem for a few weeks but now it is back and I would rather not reinstall windows every couple weeks. I have run Ipconfig release/renew to no avail. Interestingly when I release the IPconfig I can use my weireless devices but when I renew wireless shuts off. I can see the router from my devices but it wont let me connect. Also when I plug my buddies laptop into the ethernet cable it works and so does the wifi. So it seems like it is something on this specific computer. I am running a Pace router connected to a computer running windows8.1. Any help would be greatly appreciated.

It could be that your PC is flooding the network with packets, possibly due to malicious software. Have you run a virus scan lately? Check the Task Manager and Resource Monitor for unusually high network activity

svchost.exe(LocalServiceAndNoImpersonation) seems to be using the most b/sec both in sending and receiving. Suspending that process seems to have fixed it. Thank you very much for the help.
