4K Graphics card for NON-gaming purposes

I'm helping a friend build a new system. He has very poor eyesight, but teaches and does a lot of word processing and text editing on his computer. He recently found that the 4K technology gives MUCH crisper fonts that make it easier for him to do what he needs to do. So, he is purchasing a monitor that is 4K. Now we just need to build a system around this technology. He does zero gaming, so this literally needs to support web browsing, text editing, and similar things. What are your recommendations? Thanks

Also please make sure that, if you are using the integrated GPU, you may want to make sure the motherboard in question has DisplayPort or at least an HDMI if he is planning to use the 4k screen for a 4k resolution.

Oh, and forgot to add two more things:

1. The motherboard or GPU should have either DisplayPort 1.2 or HDMI 2.0, since only those have enough bandwidth to supply a 4k screen @ 60 hz.

2. If you have not yet gotten the monitor, I highly recommend an IPS/PLS or similar monitor. Your friend's eyesight may already be bad, you don't want TN's black crushing or colour shifting making it even worst, besides TN has no advantages at 60hz.
