Must be GTA with all the grass turned up. Gotta love grass.

The 260X should be plenty for at least Med settings with the shadows and Grass turned down (Tesselation optimization for the grass is pure crap, takes two titans to go on 1080P with it all the way up)

Your choice in GPU would be limited, because 8000INR (about $120) would not get you a GPU that would even handle games currently available (GTA V especially).

However the best card for that price would be Radeon 260x or 265, and you may be able to play GTA V at medium or low settings at 1080p with it (higher if your screen resolution is lower).

If you are looking for more than that, you would ideally need to double the budget for your GPU, and probably also need to upgrade the rest of your computer as well.

There are plenty of GPU's that are better than the card I mentioned, but they are more expensive.

For example GTX 970 costs US$330 or so, nearly over your budget by 200%. Even the more tame 280x would be over 20k INR

Just also throwing it out here, from the Benchmarks I have seen, 2 GTX 980's in SLI with everything maxed only barely gets 60fps at 1080p, and 2 980's are not weak by any measure, so you would most likely have to lower details for weaker single GPU's.
