How can i tell if my motherboard is dead

i tried breadboarding, even the ones suggested on this site, but i cant seem to point out for sure which of my components are at fault, firstly i turned on the system with just the mobo, psu (known good one) , cpu, hsf and mobo speaker and i got some no memory beeps, then i put in my memory and it just sits there with just the fans on and no beeps. What is my problem, is it the mobo? Btw i couldn't get the mobo started with a screwdriver on the pins, the pins somehow don't work (even with the case power button connector) but i get power by shorting (with a paperclip) green and black wires on the psu 24 pin connector. Sorry for being such a noob.

about 13 months, so its an old setup

mobo: asrock n68c-gs fx
4gb ddr3 (single working module)
amd sempron 3.8 ghz
500W xtech psu (brand new one i use for testing)
