PC won't boot when I have press the power button

When I press the Power Button on my PC, it doesn't boot. I had to hold it for like 5 seconds before it boots but now it's getting worse. I need to unplug the PSU and plug it back in and after multiple failed attempts of holding the power button it finally turns on. What could be the problem?
Specs:
i7 3770k
Zoatc GTX 970
Intel DZ75ML-45K
Corsair RM650
 
try powering off the pc from the wall and clear the cmos to see if it a cmos issue. if you have another cmos battery try it. if it not a weak cmos battery is may be a bad cap in the power supply or mb.to turn a mb on the power good line has to have the right voltage if you have a volt meter check the voltage on that line.

How do I clear CMOS? My motherboard does not have a button for it.
