For example a phone with quick charge feature has a 3000 mah battery and you have a 9000 mah portable battery charger will the quick charge feature use less mah when you charge the phone up from 0 to 100.

Solution
Hard to say but usually a fast charge will use more. Your portable charger has a 3.7 or 4.2v battery and uses an inverter to up the volts to 5v for the usb. These inverters are not that efficient and usually the harder they are pushed the less efficient they become. You also have a similar issue with the phones charging circuit. Using the fast charge option will also reduce the life of the battery

From my experience, both the 1.0 and 2.0 uses the same mAH.
