if windows is installed on a slower drive, will it slow down the second drive?

Hi
I'm about to add a new drive to my pc, and its faster than my current drive. my current drive has a rpm of 5400 and has 500GB of storage. I want to add the WD blue 1TB to my pc (7200 rpm)
windows is installed on my current drive, so the question is, will it limit the speed of the new drive?

It will pass through the slow disk, meaning that the performance increase won't be that high.

There are some very easy to use cloning software, which clones your entire drive onto the new one.

from what ive seen, the cloning process looks a bit complicated. do you have a good tutorial? if so please link it here.
another question- if I will run a program that is installed on the new drive, will the data from the new drive move to the processor immediately, or will it pass threw windows (threw the slow disk)?
