r9 280x shows artifacts

I've recently replaced my 7950 for the r9 280x and after "solving" problems like computer freeze etc, by under clocking/lowering the GPU's core and memory clock, I now see artifacts from time to time. I run 3dmark firestrike and I can clearly see it. It sometimes show up during browsing the web.

GPU - SAPPHIRE TRI-X R9 280X 3GB GDDR5 OC
PSU - 500W 80 plus bronze
MOBO- Asus h97m
RAM - 8gb gskill
OS - Windows 8.1

(I'm going to go off the assumption that you've underclocked it a significant amount, like down to 500 MHz, but correct me if I'm wrong)

You're most likely seeing artifacts because you're running the GPU under the stable range. Try bumping up the clocks little by little until you stop seeing artifacts then leave it at the lowest you can without seeing them. If your system isn't stable by the time you get to the point where you have no artifacts, then lower it, from that point, to the highest clock you can have and have a stable system, this will help reduce your artifacts to a minimum.

Currently I have the core clock at 1000mhz (originally 1100) and memory clock at 1500mhz(originally 1600). Will reducing it even further impact it's potential performance? Should I reduce the clocks by the same increments? I wasn't sure if 500W is enough but would a better/higher wattage psu even make a difference in supplying it power.

I also have an R9 280X and I can pretty much tell you that there really isn't much you can do. When the 280X was brought onto the market, that was the card "coin miners" were using the most.. as a result, many were dumped onto the market in a frenzy that had bad or poorly tested VRAM (or so I read).

The Gigabyte 280X I originally ordered had that problem.. and showed up a couple of days after I bought it. I even tried doing a new install of Windows and it still showed up during the installation... When I contacted Gigabyte they waited nearly a week and just responded by saying, "Change the cable". Well, I RMA'd that back to Newegg and received another one. So far, I haven't encountered any real problems with the replacement card.

Getting back to your problem... How long have you had your card? You said you just bought it. If the artifact problem is bad.. like you're seeing long lines across the screen... You should return it back to the store before the return period ends.. You actually shouldn't waste any time trying to "do this or do that" if you just bought the card. Trust me, there are a lot of bad 280X cards out there, with some only lasting a few weeks/months before breakdown. If it's been longer than a month... then I suppose you could try to troubleshoot... to minimize the problem as much as possible. However, I've read that even underclocking the card has little to no effect.

I bought it from a friend who tested it and it showed no artifacts. Weird. Actually, when I uninstalled and installed the drivers repeatedly, I got this http://imgur.com/pA5fXln . After trial and error, I got it back to working "normally". I then lowered the clock speeds and I stopped freezing in steam games. The most artifact I see is a small square with lines. It's evident in 3dmark firestrike. Will continually seeing artifacts damage the GPU? If not, I'm fine with it.

Hopefully the next AMD Driver will help a bit. I found that the Beta Driver seems to work the best.

Well reading this thread was a bit disheartening after just having ordered a 280X a few minutes ago.
Can OP or anyone report back with is this just a black sheep of the general bunch of 280Xs or is there a certain Driver I should use when I install mine in a few days.
Sorry for the hijack, didnt see a point in creating a new thread for one question.
