Newly built computer, nothing coming up on screen, troubleshooting

I just built this computer and the I connected to a TV via HDMI cable and the TV is not getting a signal. Here are the specs; Intel Xeon E5-1620 V3 3.5GHz Quad-Core Processor, Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler, MSI X99S SLI Plus ATX LGA2011-3 Motherboard, Crucial 8GB (1 x 8GB) DDR4-2133 Memory, Sapphire Radeon R7 260X 2GB Video Card and a Corsair CX 600W 80+ Bronze Certified Semi-Modular ATX Power Supply.
Does anyone have thoughts on the problem. I appreciate any help, thank you.

2 ideas: the tv might not support low resolutions (test with a monitor) and the CPU might work only with ECC RAM (try borrowing one, if possible).

I originally configured this system on pcpartpicker, is it likely that it would make the mistake of saying non ECC RAM was compatible with the processor when it wasn't?

Theoretically, the xeon should support non-ecc, but I've seen similar issues. Hard to say if it's your case or not. I'd firstly test the pc with a monitor and not tv.

The motherboard is not actually in the case right now. I'm working on acquiring a monitor to test it on. Is there any other potential issues you can think of? Thanks.

No, The CPU is supported.
Maybe attaching a case speaker to the motherboard would confirm if motherboard, CPU and RAMs do work.

Just plugged in headphones to the motherboard headphone jack, I did not hear any beeping.

I got a monitor. It worked with the motherboard outside of the case. Then when I put the motherboard inside of the case the monitor no longer turned on with the motherboard. Also now the GPU fan starts, briefly stops then starts up again.

It might be a short. Check if standoffs are installed in the right spots. Check also if the graphics card is properly installed.
