Why is my fx 8320 running so hot at idle.

Its running between 28 and 30 c at idle. started with a corsair H80. with arctic 5 and got those results, replaced arctic 5 with Zalmans ST line of paste....same results. OK i said to myself, Ill thro on my old faithful Hyper 212, and see if it my H80 was the culprit. No dice, same idle temps 29 to 30ish c. and when i surf the web, it jumps up to the 40+ range. running Cities Skylines it just shoots right up and crashes. 8 case fans total and one is a delta sitting on both the H80 and Hyper 212. blowing at about 4500 rpm. I am at my wits end......
Any help would be much appreciated.

I guess im used to the temps of my old 960T. I would like to know the normal idle temp for this chip. everything i find here is so vague about it. I dont think its the paste as I see in allot of threads. changed it three times between Arctic 5, Zalmans ST, and even a cheap one(Vantec) took off the H80 and put ole trusty Hyper 212. same temps. so what your saying is that 30 ish degrees is normal idle temp at stock settings?
Oh, and im using a
Asus M5A 990 fx pro mobo.
Rosewell Photon, 650 watt gold certified
H 80 water cooler, and hyper 212 air cooler (Not at the same time, LOL)
16 gb Gskill, 1600
XFX 6870 GPU

OK, Thanks! But niggling at the back of my mind is your avatar Icon, LOL.
And 70 being the max high side for load or there abouts from what ive read here about the FX chips.

OK, I got it down to 22 to 25 C, at idle and running stock speeds. Ive got some MASSCOOL G751 Shin-Etsu Thermal Interface Material on the way, supposed to be real good stuff. As I want to overclock, Thanks all for you assistance!
