Intel I7 overheating issues? A few questions

I have recently purchased the parts for my new computer. (my first ever build)

Whilst i was searching the web for assembly guides I noticed a lot of threads where people are complaining about serious overheating issues with the 4790k, Especially when combined with a gigabyte motherboard?

Now I've not taken anything out of the box yet and was wondering if i should just get a new motherboard? Or even go for another Cpu altogether as it seems the issue is quite common and wide spread.

Also the possible solutions for the problem go right over my head such as delidding?

My processor is of the X4 batch and made in Vietnam if that changes anything?

that cooler would take me a bit over my budget :( I could maybe stretch to something like a mugen 4? Is this issue as common as thinking it is or am i just worrying over nothing?

Ok so I finished my build and performed a stress test with prime95 26.6 and using real temp to monitor temperatures.
So far I've only done one 15 test which lasted for 18 mins these were the results

[Core 1 71c peak] [Core 2 72c peak] [Core 3 70c peak] [Core 4 65c peak] although they were flickering 2/3c lower the majority of the time.

the CPU was running at 4200MHz although I've not overclocked to my knowledge

Are these Acceptable temps? or is more testing required? Thank you for the help.
