NVIDIA Installer Cannot Continue

I've just installed a fresh copy of Windows 7, and when trying to install my GPU drivers, GeForce Experience tells me:
NVIDIA Installer Cannot continue
NVIDIA GeForce Experience requires an NVIDIA GPU.
This is really baffling, seeing as I have a card in and powered in the system, a GTX 960.
 
GeForce experience is best installed after the entire system is fully functional. The NVidia drivers are best installed manually according to the NVidia website.

I'd reinstall the OS, then install all the drivers including those for your motherboard chipset along with any other drivers necessary as determined by what's listed on the motherboard product page, then install any desired utilities. Or you can just try installing the drivers manually without a reinstall.

Personally, I think GeForce experience sucks and would just avoid it, but that's a personal choice.

I have done manual installs, and each time I get the results that they fail to install because there isn't a gpu present. Both OS's are up and fully operational, except for this problem on both of them. I have been testing with my previous hardware and with my significantly older gpu found that it's most likely due to it not being powered. I'm attributing it to the psu not providing it enough power, even though the other day I was told that a CX430 could power the GTX960. Turns out that was a bad decision. I'll have definitive answers tomorrow when I test different psu's with the GTX960. But more suggestions are appreciated.

Yes I do. The cable labled CPU is plugged in to the motherboard in the correct spot, and the new psu has two connections for 6/8 pin gpu's and is plugged into the gpu. This hasn't changed anything.

Alright so update to what's new. I got a new psu at 600W, plenty of breathing space for the new GPU. This has yielded no results for powering the card, and the drivers still tell me that no "compatible graphics hardware." My next thought was it was somehow a bad graphics card, so I ran over to best buy and picked up an identical copy. No change, I still get the error that "NVIDIA Installer cannot continue. This graphics driver could not find compatible graphics hardware." I've done manual install, and off of the disk in the box installs, each give the same results. My next thought is it's the motherboard. For SOME reason, doesn't like the GTX960. My old gpu, the GT610, works perfectly in the system. So maybe it's a compatibility issue with new and old tech? What am I missing here?
