What is the best Gaming pc for Nearly 526$ ~ 530$ (Without thinking of a hard , i will use my old one)

I was thinking of :

Intel core i5 4440

Sapphire dual x r9 270x

Gigabyte H81m S2PH

Kingston hyperX blue 4GB ( ill easily upgrade it later )

Cooler Master K281 Mid Tower Desktop Case + 500W PSU

Samsung 24X DVD-RW DL Drive (SH-224DB/RSBS)

Question One : is it the best for gaming for this bugget or WHAT ( Maximum 530$ )?

Question two : are they compatible or i will face problems ?

You don't want to get 4GB of RAM now and another 4GB later. You want to buy them in a matched set otherwise there is no guarantee they'll play nice together or work in dual channel mode. You sure as hell don't want any cheap or included Cooler master PSU, unless you don't value the investment you're about to make and could care less if the PSU takes out your new graphics card or motherboard.

Pc partpicker is very very cheap and i cannot buy online so if you are going to suggest something from it then do it on a smaller budget like about 450$ or you can suggest from egprices.com (i will buy from it ) with budget ~4000le ... 1$=7.6 le

You should include that information in future posts. The chances are not good you're going to get a system that's even remotely capable of todays games at higher than low settings or consist of components that are not dangerous to themselves and other hardware. If you can only afford a 450 dollar rig, it's unlikely your component selection is going to include much of an upgrade path later. The G3258 option doesn't work well anymore as many current titles are beginning to require 4 cores as a minimum requirement, so those titles would be unplayable. Still, it might be possible to do it like this as a few of them have been patched to work with the i3. Keep in mind that this is going to include parts I wouldn't normally recommend for a gaming rig:
