[ANSWERED] Steam not opening without a 'System Restore'

Hey everyone, so i turned on my PC one day and Steam wasnt loading; I'd double click the application (also opened the location of the app) and nothing would happen.

I checked Task Manager and nothing was there...

I even tried to reinstall steam, it doesnt work! So I had to do a system restore. Once I had done that, my game was dropping frames every other second, even on the lowest settings (I have a mediocre gaming PC, never been a problem before) so I did a 'critical Windows update' and after it worked fine, HURRAY!

But I turned off my PC, sleep and come back today to find it doesnt work again -_-

I've had enough with the problems ive had with windows 8 (prior and different to this problem) so i need your help * tomshardware.. save me!

Hey guys, I've fixed the problem now.

I did this by using near every tool available in 'IoBit Advanced System Care 8 (free version)'

Do these steps (in any order):
* Scan and repair the PC (Tick EVERY box)
* Go onto Toolbox
* Run 'Driver Booster' and update any drivers that are found to be old
* Use 'Smart Defrag'
* Scan your PC with 'IObit Malware Fighter'
* Run 'Disk Doctor'
* Run 'Win Fix' but ONLY using General Fix
* Scan and fix your PC with 'Win Fix' > 'General Fix'
* Run 'Smart RAM' and clean your RAM with Smart and Deep Clean (Don't feel its necessary but why not 'ay)
* Definitely run 'Registry Cleaner' and clean out your Registries
* Run 'Disk Cleaner'
* Run 'Registry Defrag'

I know this A LOT of things to run but honestly they do not take a long time!

Windows Side (I'm using Windows 8.1):
* Press 'Windows Key and X (at the same time)'
* Click System
* Click on 'Advanced System Settings'
* Click the Settings button on Performance
* Visual Effects > Adjust for best performance (Doesnt really change a lot, but helped me a small bit)
* Advanced > Processor Scheduling > Select Programs
* Advanced > Virtual Memory > Click 'Change' Button > Select the Hard Drive your Operating System is installed on (Normally C: )
* Still in change memory > Untick 'Automatically manage paging file size for all drivers'
* Still in change memory > Select 'Custom Size' > Set Initial Size (in MB) to your RAM amount (Converted from GB to MB)
- Go onto System (Windows Key + X) and look under the 'System' section.
- You should see "Installed memory (RAM):" 'x Amount of RAM in GB's
- Open up a calculator and convert x Amount of GB's to MB's (1 GB = 1024 MB), e.g. 2GB = 2048MB
* Still in change memory > Select 'Custom Size' > Set Maximum Size(in MB) to your RAM amount times by 2 (Converted from GB to MB) E.G. Initial Size = 2048 Mb (2GB) and Maximum size = 4096 MB (4GB)
* Remember to click 'SET' this is VITAL!
* Press OK and restart your PC

/ Hopefully this help atleast SOME people who were having this issue with ANY application, doesnt have to be Steam! /
