I had a look at Passmark systems test results using the H61M-VS3 motherboard and given the price limit, I'd suggest :
Intel Core i5-3470 Ivy Bridge Processor 3.2 / 3.6GHz 5.0GT/s 6MB LGA 1155 CPU, OEM > $184

The system with the highest 3D rating (3902) : i5-3470 > ASRock H61M-VS3 > GTX 750-Ti > 4GB RAM > WD 5000AAKX, and I believe Passmark 3D scores are weighted towards gaming use, so I believe this CPU would be good for gaming and the GTX 750 ti is a good choice for the GPU.
