How do I unlock the ability to OC my CPU in the bios?

I have a asus maximus vii ranger Motherboard I have been trying to OC my CPU (Intel Core i5 - 4690k) and it seems that it is locked for me any ideas to how do I unlock it?

Sorry to hijack the thread, but I've set the core tuning to manual , but it gives it to me as a percentage instead of a multiplier, and I don't have any of the other controls I need.
