Not getting expected performance in current games

i5 4690k @ stock
EVGA SC GTX 980
Ripjaws 1600mhz 2x4GB
Seasonic 650w 80+ gold
250GB SSD Samsung 840 EVO
2 TB seagate Barracuda


In newer titles like GTA V/Witcher 3/Dragon Age Inquisition im getting 10-20FPS lower than others using the same setup as mine, Benched and Stressed with expected results ... what am i doing wrong here? If its just my Gear what do you guys recommend i buy?

Some things to consider:
- Well ,make sure your BIOS is up to date
- Are there firmware/vbios updates for your GPU ?
- Is the GTX980 in a a PCIe 3.0 slot ?
- Do you have correct memory settings ? ( use the XMP profile in BIOS )

The I5 could be a factor...

The chip is the best for the money however some new games benefit from an I7...
Especially chips like the 4790k that also have higher clocks...

Sorry guys, Australians need sleep too! ill run the benches again and post the results when i have time, im comparing the results to an identical system running the exact same ingame settings (me and my brother have identical PC's) so he is getting a solid 60fps in witcher 3 with ultra preset with shadows turned to high and foliage to high, hairworks off, SSAO instead of HBAO+ and im barely getting 40fps same settings in white orchid which is the beginning zone and 15-20 fps in novigrad with background npcs turned down to high.

In GTA5 i was using geforce experience optimal settings then tweaking the settings by turning settings down like grass quality, shadows, turning off high quality shadows and extended draw distance, pop variety and im barely getting 45 frames when im walking around.

Like i said ive already benched unigine valley & heaven /3DMark and it appears to be getting to same results as comparative systems with same clocks.

Bios is current, not so sure about the gpu though.

980 in the closest PCIE slot to the cpu im assuming its 16x/3.0 at least thats what it displays in gpu-z

will check if im using the XMP profile.

Also im not worried about the cost of the system im gladly upgrade any component that you guys think is hindering my performance.

Did you download the latest drivers?

Did you make sure your 980 runs at max performance? You can check this with sensors in gpu-z. Check what "clock" & "Memory" speed it runs at when you play. Post a screen if possible. :)

You can sleep while Witcher 3 does not run properly :D ??? Amazing!!!
Some more things for your consideration (maybe some redundant/obvious stuff ):
- Do you run the same OS ? Have you installed all the updates ?
- Have you turned on Intel Turbo Boost in your BIOS ?
- the onboard GPU ( a hd4600 ) reserves RAM, maybe turn it off ?
- On my mainboard I can set the PCIe protocol manually on version 2.0 or 3.0 ; maybe yours is on 2.0 ??
- Have you compared the CPU-Z readout with your brothers PC ?
- Are you both using the same fully updated version of the witcher 3 ?
- Have you checked the 3d settings in the nvidia driver ? Your brother for example might be running with the texture setting on "performance" and you on the other hand "quality" ?

ALSO: if your brother has the exact same hardware you can swap(after labeling to prevent fights :D ) the GPU and see if that is the problem; no point in replacing the CPU with an i7 if your GPU is faulty.
