Windows 8.1 Pro Activation

I have a custom built desktop pc and i am thinking of upgrading my os to windows 8.1 pro but didn't bought the full version i only have an oem licence key!
so my question is can i activate an windows 8.1 pro ISo download it with my oem key?

You could try, but I don't think it would work. If it doesn't, just buy a valid key and plug it in.

Yes oem licence ! i bought it i didn't extract it from bios

Assuming IDK is "I don't Know", I'm not sure how anyone can answer your questions if you can't provide the info.

Is the OEM license for 8.1 Pro or not? Where did it come from?
Do you have a 8.1 Pro install media (DVD/USB/ISO)?

Simple NO. If it is OEM (aka Dell, Gateway, etc. and NOT Builder's Edition) then it is ONLY and will ONLY work for the model computer and maker that sold it. So if you had a Dell XYZ and tried it in ABC it won't work nor will it will with Gateway 123 Computer. It is PER LICENSE sold ONLY by the OEM with that hardware and only will work (actually has been recoded) to work with that model / maker's computer. That means Motherboard, CPU, and sometimes even the case (EMachines did this) have to be Original Equipment Manufactured (OEM).
