Does anyboy know what this is in my PCI Slot? It seemed useless as well

There is only one screw holding it to the computer case. The screw is on top of the slot plate. Remove that one screw and you should be able to pull it out of the PCI slot.

I've removed the screw.. but the tv cable connectors is stuck on the PCI hole

Due to poor case design I can see your problem. The card can't be pulled straight up out of the slot. The rear of the card has to be lifted up at an angle first.
